The (World Service) Conference approved the purchase of property for a 15‑year trial period, by a vote of 79 in favor and 19 opposed. The motion included several safeguards for the fellowship, including a provision that empowered the Board (of Trustees) to sell the property at any time during the trial period if the Board deemed that issues pertaining to property were distracting the World Service Office from its primary purpose. At the end of the trial period, in 2011, the Conference would decide whether to keep the property and the building, sell the property and the building, or continue property ownership for an additional trial period.
